NEPA Determination - GRTC Bus Transfer Facility
Project Description
The proposed project involves the redevelopment of an asphalt parking lot into the Greater Roanoke Transit Company (GRTC) and Greyhound transit facility in downtown Roanoke, Virginia. The facility will have a pickup/drop-off entrance and exit along Salem Avenue, two main canopy waiting areas, a GRTC building, a Greyhound building, and multiple landscaped walkways and cross walks
Purpose and Need for Project
The current bus transfer facility, built in the early 1980s, does not provide efficient transit operations. The buses operate on a dependent first in / first out basis. In addition, the dimensional size of the bus fleet has increased over the years further complicating staging operations. The new site location provides independent movement of the buses, accommodates larger bus models, and affords easier access to public transportation options.

Roanoke Valley Transit Vision Plan - 2016
As the Roanoke Valley continues to expand, transit planners, transit providers, and local governments alike are faced with the question of how to provide adequate, accessible, equitable, and affordable transportation to a growing metropolitan area. As a result, the Partnership for a Livable Roanoke Valley engaged stakeholders and over 1,300 citizens to develop a concise set of strategic initiatives for the regional economy, workforce, health, and natural environment. The Roanoke Valley Transit Vision Plan (RTVP), led by Foursquare ITP, grew out of this grassroots community effort and sought to evaluate the need for a regional-scale and long-term vision for public transportation. The Roanoke Valley Transit Vision Plan was a three-year effort that began in July 2013 and was adopted by the Roanoke Valley Transportation Planning Organization (RVTPO) in September of 2016. Valley Metro Comprehensive Operational Analysis
During the Transit Development Plan process, Valley Metro determined that a more comprehensive examination of the routes and schedules for the fixed route system was needed, and requested that the study team also conduct a Comprehensive Operational Analysis (COA). The COA was adopted by the Greater Roanoke Transit Company (GRTC) in August of 2018. The focus of the COA is to improve and strengthen the operational foundation of Valley Metro's existing service delivery network prior to beginning the process of implementing the recommendations of the Transit Vision Plan. Transit Development Plan FY 2019-2028 - Final Report
In August of 2018, The Greater Roanoke Transit Company's Board of Directors adopted the Valley Metro Transit Development Plan (TDP). The Virginia Department of Rail and Public Transportation (DRPT) requires that any public transit (bus, rail, ferry) operator receiving state funding prepare, adopt, and submit a TDP at least every six years. DRPT provides a set of TDP requirements that form the basis of the planning effort. DRPT recently changed the TDP guidelines to increase the planning horizon from six years to ten years. The purpose of a TDP is to help transit operators improve their efficiency and effectiveness by identifying the need and required resources for modifying and enhancing services provided to the general public and also help operators effectively execute planning, funding, and implementation of public transit services.
